Step 1: Open WhatsApp

Step 1: To do this, you have to navigate to your device file manager and go to the folder where your desired photo is saved. 

Click on it and select the “Rename File” option. Just change the .jpeg or .png ending of the photo name to .pdf, then click save. Now your photo format has been changed to a pdf.
